IN THE HOUSE OF REPRESENTATIVES January 27, 1989 Mr. KOLTER introduced the following bill; which was referred to the Committee on Energy and Commerce A BILL To amend the Motor Vehicle Information and Cost Savings Act to require that passenger motor vehicle repair businesses supply customers with information respecting the origin of parts installed and the cost of available parts and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. PARTS INFORMATION. (a) REQUIREMENT- Title II of the Motor Vehicle Information and Cost Savings Act is amended by adding at the end the following: `PARTS INFORMATION `SEC. 210. No person engaged in the business of repairing passenger motor vehicles may install in such a vehicle any part which has been in interstate commerce unless-- (1) the person provides to the owner of the vehicle a statement in writing identifying the maker of the part the person intends to install in the vehicle and the cost of that part, (2) if the part the person intends to install is not made by or for the manufacturer of the such vehicle, the person provides to the owner of the vehicle a statement in writing identifying each such part, and (3) the person has the written consent of the owner of the vehicle to the installation of the part the person intends to install. If the owner of a passenger motor vehicle does not require that the vehicle be repaired with parts made by the manufacturer of the vehicle, the person making the repair shall provide the owner a statement in writing identifying the origin of the parts such person proposes to install in the vehicle.'. (b) CONFORMING AMENDMENT- Section 208(a) of such Act (15 U.S.C. 1948(a)) is amended by striking out `section 206' and inserting in lieu thereof `section 206 or 210'. SEC. 2. EFFECTIVE DATE. The amendments made by section 1 shall take effect January 1, 1989.
