Directs the Secretaries of Agriculture and of the Interior, subject to specified conditions, to take all actions necessary to effect the conveyance of certain Federal lands in the State of Washington in exchange for specified privately-owned lands.
Provides that conveyance of Okanogan National Forest lands shall be done by the Secretary of Agriculture (Secretary). Permits the Secretary to request the Secretary of the Interior to convey public lands as may be required in order to complete such exchange. Requires the Secretary to analyze the exchange and issue a record of decision by October 1, 1991.
Sets November 1, 1991, as the date by which such exchange should be completed. Prohibits conveyance of Federal lands as part of the exchange if certain requirements are not met.
Adds lands acquired by the United States under this Act to the National Forest System.
Establishes procedures for administrative and judicial review of this Act.
Authorizes appropriations for the Forest Service to prepare the Supplement to the Final Environmental Impact Statement for the proposed Early Winters Resort (EWR) in Methow Valley, Washington.
