To designate the waters of the central coast of California as a national marine sanctuary.
Central Coast National Marine Sanctuary Act - Declares that the waters of the Central Coast in California meet the standards set forth in specified provisions of the Marine Protection, Research, and Sanctuaries Act of 1972 and designates them as a national marine sanctuary.
Directs the Secretary of Commerce to prepare for such sanctuary: (1) a draft environmental impact statement; and (2) a draft management plan.
