Directs the Secretary of Commerce to conduct a study of the status of marine biotechnology research, training, and technology transfer efforts in the United States, and of the comparative status of such efforts in foreign countries. Mandates a report to the Congress, including a plan identifying each appropriate Federal agency's role in funding such matters. Directs the Secretary, consistent with the plan's role for the National Oceanic and Atmospheric Administration, to carry out a program of marine biotechnology research, training, and technology transfer. Authorizes appropriations from sums otherwise authorized to be appropriated.
