Amends the Outdoor Recreation Act of 1963 to authorize the Secretary of the Interior, acting through the Director of the National Park Service, to establish and maintain a National Registry of Exceptional River Resources comprised of rivers or river segments which exhibit exceptional natural, scenic, recreational, or cultural features.
Requires the Secretary to establish criteria for the inclusion of river segments on the national registry. Prescribes general administrative procedures for such inclusion.
