IN THE HOUSE OF REPRESENTATIVES October 19, 1990 Mr. OWENS of Utah (for himself and Mr. STALLINGS) introduced the following bill; which was referred jointly to the Committees on Post Office and Civil Service and House Administration A BILL To amend the Ethics Reform Act of 1989 to delay the 25 percent pay increase for Members of Congress and other officials until the Gramm-Rudman-Hollings deficit reduction target for fiscal year 1992 is met. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. DELAY OF 25 PERCENT PAY INCREASE AND LINKAGE TO DEFICIT REDUCTION. (a) DELAY IN 25 PERCENT PAY INCREASE- Section 703(a) of the Ethics Reform Act of 1989 (5 U.S.C. 5318 note) is amended by striking `January 1, 1991,' each place it appears and inserting `the date as of which the deficit reduction target for Fiscal Year 1992 is met under pact C of the Balanced Budget and Emergency Deficit Control Act of 1985,'. (b) ELIMINATION OF HONORARIA AND LIMITATIONS ON OUTSIDE EARNED INCOME AND EMPLOYMENT- (1) The second sentence of section 603, and the second sentence of section 804(f), of the Ethics Reform Act of 1989 are repealed. (2) The amendment made by paragraph (1) shall cease to be effective if the provisions of Section 703 of the Ethics Reform Act of 1989 are subsequently repealed. (c) IN APPLICABILITY- Nothing in this section shall have the effect of reducing the pay of any individual whose compensation may not, under section 1 of article III of the Constitution of United States, be diminished during such individual's continuance in office.
