To reimburse cattle owners in Montana, Wyoming, Idaho, and North Dakota and the governments of those States for expenses incurred to test cattle for brucellosis organisms carried outside certain units of the National Park System by elk and bison, and for other purposes.

Directs the Secretary of the Interior to reimburse the cattle owners of Montana, Wyoming, North Dakota, Idaho, and their State governments for the costs of testing cattle infected with brucellosis due to exposure to Yellowstone National Park elk and bison herds. Authorizes appropriations.
