Amends the Pacific Northwest Electric Power and Conservation Act to provide that if a Federal electric generating base resource is closed in the Northwest region due to passage of a State voting initiative, the resulting outages, transmission problems, and costs shall not be passed on to the consumers of other States in the region.

IN THE HOUSE OF REPRESENTATIVES October 10, 1990 Mr. MORRISON of Washington (for himself and Mr. SWIFT) introduced the following bill; which was referred jointly to the Committees on Energy and Commerce and Interior and Insular Affairs A BILL To provide equity in the Pacific Northwest in the event of the loss of a regional electric generating resource through a State initiative. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the Pacific Northwest Electric Power and Conservation Act (16 U.S.C. 839) is amended by adding the following new section: `SEC. 13. Notwithstanding any other provisions of this Act, if persons voting in one State within the region force the closure of a Federal base resource through a State initiative, the full costs and resulting outages and other transmission problems shall in no case be passed on to the residential, agricultural, direct service, or other consumers in other States in the region.'.
