Directs the Secretary of the Treasury to pay a specified sum to three named corporations in full satisfaction of their claims against the United States resulting from failure of the Secretary of the Interior to grant, and permit them to conduct mining operations pursuant to, phosphate leases in the Osceola National Forest, and/or the enactment of the Florida Wilderness Act of 1983.
