District of Columbia Financial and Legislative Efficiency Act of 1990

District of Columbia Financial and Legislative Efficiency Act of 1990 - Amends the District of Columbia Self-Government and Governmental Reorganization Act to increase the annual Federal payment to the District of Columbia. Establishes a formula for determining the amount of such payment for each fiscal year.

Requires the Comptroller General to report to the Congress on the revenues of the District of Columbia for each preceding fiscal year, broken down by revenues derived from the Federal Government and from other sources during that fiscal year.

Sets forth a five-day congressional review period for civil and criminal laws of the District of Columbia.
