To amend title 5, United States Code, to require agencies to report to Congress on the cost of providing written notice to employees in connection with major furloughs.

Directs Federal agencies, for any month in which at least one percent of the agency's work force or 1,000 employees (whichever is less) are given written notice of proposed furloughs, to report to the Congress on the total number of employees to whom written notice was provided and the total cost of providing such written notification.
