To amend title I of the Omnibus Crime Control and Safe Streets Act of 1968 to require as a condition of receiving formula grants that States have in effect a law requiring certain sex offenders to be tested, at the request and for the benefit of the victim, for the presence of the etiologic agent for acquired immune deficiency syndrome.

Amends the Omnibus Crime Control and Safe Streets Act of 1968 to penalize a State ten percent of the amounts of its Justice System Improvement formula grants if it does not have in effect a law requiring sex offenders to be tested, at the request of the victim, for the presence of the etiologic agent for acquired immune deficiency syndrome and requiring disclosure of the test results to the defendant and the victim of the sexual act.
