Requires the United States Forest Service to reinitiate consultations with the United States Fish and Wildlife Service to assess the impact on the endangered Mount Graham red squirrel of the construction and operation of the proposed astrophysical observatory on Mount Graham within the Coronado National Forest, Arizona. Prohibits further construction of the observatory until such consultation has been completed and the results implemented.
