To amend the Federal Property and Administrative Services Act of 1949 to authorize State agencies to distribute surplus Federal property to small businesses, to amend the Small Business Act to direct the Administrator of the Small Business Administration to provide lists and guidelines to assist the agencies in identifying small businesses, and for other purposes.
Small Business Access to Surplus Federal Property Act of 1990 - Amends the Federal Property and Administrative Services Act of 1949 to authorize the Administrator of the Small Business Administration (SBA) (the Administrator) to transfer surplus Federal property to a State agency for distribution to small business concerns within such State.
Amends the Small Business Act to make it the duty of the SBA to provide each State agency designated to receive transfers of surplus Federal property a comprehensive list of small business concerns in the State, along with annual updates which include guidelines for identifying such businesses.
Directs the Administrator to report annually to the President and the Congress on the transfer of surplus Federal property to small business concerns.
