Grants free mailing privileges to members of the armed forces who are temporarily deployed overseas for an operational contingency in arduous circumstances.
Provides for reimbursement of the U.S. Postal Service for matter sent in the mails under such authority from legislative branch appropriations for franked mailings.
Terminates such provisions on June 30, 1991.
