Authorizes the Secretary of Defense (upon request from the head of a Federal agency with jurisdiction to enforce the Controlled Substances Act or the Controlled Substances Import and Export Act) to assign members of the armed forces to assist drug enforcement officials in drug searches, seizures, or arrests outside the land area of the United States.
Allows such assistance only if: (1) the Attorney General certifies that there are insufficient law enforcement resources available to ensure the success of the operation; (2) the assistance is approved by the Secretary with the concurrence of the Secretary of State; and (3) Federal drug enforcement officials maintain ultimate control over the activities and direction of any drug enforcement operation.
