Prohibits the expenditure of appropriated funds, for two years after the enactment of this Act, for the production of lethal binary chemical agents or chemical-related munitions.
Expresses the sense of the Congress that: (1) the President should intensify efforts to achieve an agreement with the Soviet Union and other nations to establish a mutual and verifiable ban on the production, stockpiling, and proliferation of lethal chemical weapons and to provide for the destruction or elimination of existing chemical weapons stockpiles and production facilities; and (2) the Departments of State and of Commerce should develop a se of sanctions which could be implemented against nations which use chemical weapons or continue to develop or stockpile chemical weapons.
