To prohibit the production of lethal chemical weapons for two years after enactment of this bill, to encourage the negotiation of an international agreement to stop the production, proliferation, and stockpiling of lethal chemical weapons, and to direct the State Department and Commerce Department to develop options for economic sanctions to be applied against nations which use or produce chemical weapons.

Prohibits the expenditure of appropriated funds, for two years after the enactment of this Act, for the production of lethal binary chemical agents or chemical-related munitions.

Expresses the sense of the Congress that: (1) the President should intensify efforts to achieve an agreement with the Soviet Union and other nations to establish a mutual and verifiable ban on the production, stockpiling, and proliferation of lethal chemical weapons and to provide for the destruction or elimination of existing chemical weapons stockpiles and production facilities; and (2) the Departments of State and of Commerce should develop a se of sanctions which could be implemented against nations which use chemical weapons or continue to develop or stockpile chemical weapons.
