To amend the Congressional Budget Act of 1974 to exclude the receipts and disbursements of the Unemployment Trust Fund from the calculation of deficits and maximum deficit amounts under the Balanced Budget and Emergency Deficit Control Act of 1985, and for other purposes.
Unemployment Insurance Program Budgeting Reform Act - Amends the Congressional Budget and Impoundment Control Act of 1974 to exclude the receipts of the Unemployment Trust Fund from deficit calculations.
Increases the maximum deficit amounts for FY 1991 and 1992.
Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exclude the State unemployment insurance and employment services operations account from sequestration.
