Amends the Wild and Scenic Rivers Act to designate certain segments of the Allegheny River in Pennsylvania as a component of the National Wild and Scenic Rivers System.
Requires the Secretary of Agriculture to establish the Northern Advisory Council and the Southern Advisory Council to advise on the establishment of final boundaries and the management of the Allegheny National Recreation River. Terminates the Councils ten years after the date the Secretary approves the management plan for the River.
Authorizes appropriations.
