James Madison-Bicentennial of the Bill of Rights Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue a specified number of one dollar silver coins emblematic of James Madison and the bicentennial of the adoption of the first ten Amendments to the U.S. Constitution (known as the Bill of Rights).
Sets forth certain features of such coins and provides for their design, issuance, and sale. Requires that all sales include a surcharge of $7 each.
Requires that all surcharges be paid to the James Madison Fellowship Program established by the James Madison Memorial Fellowship Act to encourage teaching and graduate study of the American Constitution.
