National Advisory Committee for the Review of Federal Excess and Surplus Personal Property - Establishes in the General Services Administration the National Advisory Committee for the Review of Federal Excess and Surplus Personal Property to conduct an investigation of: (1) current methods by which the personal property of Federal agencies may be transferred to other Federal agencies, foreign governments, and State and local agencies; and (2) the need for, and advantages and disadvantages of, increasing the transfer of unutilized and underutilized personal property of Federal agencies and excess and surplus personal property of the Federal Government to State and local agencies to assist such agencies in carrying out their duties.

Terminates the Committee 120 days after it submits a final report to the President and the Congress on the results of its investigation.
