Prohibits U.S. assistance to Malaysia.
Requires the Secretary of the Treasury to instruct U.S. executive directors of the International Monetary Fund, the International Bank for Reconstruction and Development, and the International Development Association to oppose all loans to such country.
Denies nondiscriminatory treatment (most-favored-nation treatment) to Malaysia.
Authorizes the President to waive such prohibitions if Malaysia: (1) agrees to be a country of first asylum to those persons fleeing Vietnam by boat; and (2) terminates the practice of pushing asylum seekers back out to sea.
