Local Infrastructure Funding Act of 1990

Local Infrastructure Funding Act of 1990 - Amends Federal law to establish the local infrastructure rehabilitation and development assistance program (formerly the revenue sharing program). Sets forth the amount available for allocation among States and establishes the formula for such allocation.

Requires the Director of the Office of Management and Budget to certify, before the obligation of any funds, that there is no net cost to the Government.
