To clarify the existing authority of the Administrator of the Environmental Protection Agency and the Secretary of the Army to use environmental improvement projects when enforcing applicable water pollution laws.
Coastal Resources Restoration Act - Amends the Marine Protection, Research, and Sanctuaries Act and the Federal Water Pollution Control Act to authorize the use of civil penalties to finance environmental improvement projects if they serve the purposes of such Acts.
