Amends the Federal Power Act to prohibit the granting of a Federal license for a hydroelectric project unless the applicant complies with all substantive and procedural requirements of the affected State in which the project is located with respect to water acquisition and use.
Declares that the Act shall not be construed to constitute a preemption or intent to preempt procedural and substantive State law regarding water rights or water use.
