To provide emergency crop loss assistance for producers of 1990 nonprogram crops who experience crop losses due to damaging weather or related conditions in 1989 or 1990.
Emergency Crop Loss Assistance Act of 1990 - Provides disaster payments on a crop-by-crop basis to producers of 1990 nonprogram crops who suffered weather-caused crop losses of more than 50 percent.
Authorizes additional disaster payments based upon crop quality reductions.
Reduces disaster payments under this Act based upon Federal crop insurance payments.
Sets forth payment limitation provisions.
Prohibits double payments based upon: (1) replanted acreage; and (2) livestock emergency assistance.
