To amend part C of the Balanced Budget and Emergency Deficit Control Act of 1985 to exempt administrative expenses of the Social Security Administration from reduction under sequestration orders issued under this part.

Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) to exempt administrative expenses of the Social Security Administration from reduction under sequestration orders issued under emergency powers to eliminate the deficit.
