To amend the Internal Revenue Code of 1986 to exempt interest on newly issued obligations of the Federal Government from tax, and for other purposes.

Amends the Internal Revenue Code to exclude from gross income interest on any obligation of the United States issued after enactment of this Act.

Amends Federal law to require Federal obligations to be made available in denominations not exceeding $1,000.
