Amends the John F. Kennedy Center Act to require the Secretary of the Interior to provide for the repair and alteration of the John F. Kennedy Center for the Performing Arts. Requires the Secretary and the Board of Trustees for the Center to enter into an agreement setting forth mutual responsibilities for the provision of services for operating the building.
Authorizes appropriations for FY 1991 and 1992 for annual and deferred maintenance, repairs, and alterations of the Center.
Revises provisions with respect to the auditing of the accounts of the Center by the General Accounting Office to: (1) require that such audits be conducted at least once every three years; and (2) specify that the purposes of such audits are to examine the expenditures and determine the continuing ability of the Center to pay its share of future expenditures under such agreement.
