To amend title 11 of the United States Code to make nondischargeable any debt arising from a judgment or consent decree requiring an individual debtor to make restitution as a result of a violation of State law, and for other purposes.
Bankruptcy Antifraud Act of 1990 - Amends Federal bankruptcy law to preclude the discharge of any individual debtor from debts arising from court-ordered restitution payments as a result of violations of State laws.
