Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That section 9308 of title 46, United States Code, is amended by striking `$500' each place it occurs in subsections (a), (b), and (c), respectively, and substituting in its place `not more than $10,000' in each subsection.
