Amends the Expedited Funds Availability Act to mandate that a check be available for withdrawal the business day after the business day on which it is deposited if it is: (1) deposited in a branch of a depository institution staffed by individuals employed by such institution; and (2) drawn on the same or another branch of the same depository institution if both branches are located in the same State or check processing region.
Extends from one business day to two business days the period by which funds deposited in a depository institution by a check drawn on a local originating depository institution shall be available for subsequent withdrawal of each funds.
Extends from one to four business days the period between deposit in an automated teller machine and the availability for withdrawal of such funds.
Authorizes judicial review of regulations promulgated by the Board of Governors of the Federal Reserve System with respect to expedited funds availability. Authorizes the Board to allocate the risks of loss and liability among entities participating in the payment system, including state and local governmental entities upon which checks are drawn. Extends liability to finance charges and reasonable attorney's fees related to a check.
