Economic Opportunity Act of 1990 - Amends part F (Job Opportunities and Basic Skills Training Program) of title IV of the Social Security Act to authorize States to assign participants in work supplementation programs to existing unfilled jobs and to use sums that would otherwise be used to provide such participants with food stamp benefits under the Food Stamp Act of 1977 to subsidize jobs for such participants. Establishes a required minimum employer contribution to the wages paid to program participants. Provides financial incentives for State participation in work supplementation programs.
