Amends the National Parks and Recreation Act of 1978 to direct the Secretary of the Interior (Secretary) to exchange Federal lands in Nevada for city-owned lands in Los Angeles, California.
Subjects federally-exchanged lands under this Act to all valid existing rights (including but not limited to leases issued and rights-of-way granted by the United States).
Prohibits the Secretary from conveying certain Federal lands in Nevada to Los Angeles unless the city enters into a binding agreement that no electric generating facilities constructed on such lands after enactment of this Act will: (1) have a significant adverse effect on air quality, including visibility, in any area that has been designated as a nonattainment area under the Clean Air Act; or (2) cause concentration of any air pollutant to exceed a national ambient air quality standard for that air pollutant in attainment areas.
Authorizes appropriations.
Authorizes the Secretary to revoke a certain public land order with respect to specified Federal lands in Nevada.
Establishes the Sunrise Mountain Study Area to conserve, protect, and enhance specified areas contained in and adjacent to Sunrise Mountain (Natural Area) Inventory Unit, Nevada. Directs the Secretary to study and report to specified congressional committees on resources, values, and management alternatives of the area. Authorizes appropriations.
Establishes a right-of-way corridor along the existing Navajo-McCullough electrical transmission line, to be designated and administered by the Secretary.
