To provide that receipts and disbursements of the Harbor Maintenance Trust Fund not be included in the totals of the budget of the United States Government as submitted by the President or the congressional budget, and for other purposes.
Harbor Maintenance Trust Fund Integrity Act of 1990 - Declares that the receipts and disbursements of the Harbor Maintenance Trust Fund: (1) shall not be included in the totals of the Federal budget or the congressional budget; (2) shall be exempt from general budget limitations on expenditures and net lending; and (3) shall be exempt from any sequestration order under the Balanced Budget and Energy Deficit Act of 1985 (Gramm-Rudman-Hollings Act) and shall not be counted for purposes of calculating the Federal deficit.
