To amend the Food Security Act of 1985 to preserve and restore wetlands threatened by agricultural development, and for other purposes.
Wetlands Preservation and Restoration Act of 1990 - Amends the Food Security Act of 1985 to direct the Secretary of Agriculture to establish a wetland restoration program through permanent easement contracts and cost sharing with the owners of eligible land.
Authorizes appropriations.
