Beginning Farmer and Rancher Credit Act of 1990 - Amends the Consolidated Farm and Rural Development Act to direct the Secretary of Agriculture to establish for qualified beginning farmers and ranchers: (1) a loan interest rate reduction program; and (2) a down payment loan program.
Defines "qualified beginning farmer or rancher" for purposes of this Act.
Obligates specified amounts for loans and guarantees to qualified beginning farmers and ranchers.
