To establish a national advanced civilian reactor research, development, and demonstration program to make available new, improved, and economical nuclear energy generation units, and to give strategic focus to existing programs in nuclear fission research at the Department of Energy.
National Advanced Civilian Reactor Research, Development, and Demonstration Act of 1990 - Directs the Secretary of Energy to carry out a comprehensive program of research, development, and demonstration to encourage the civilian application of technologies for the generation of energy from nuclear fission.
Conditions assistance under this Act for the prototype demonstration of near-term advanced reactors and long-term advanced reactors on matching non-Federal funds, with international participation allowed.
Authorizes appropriations.
