Electric and Magnetic Field Research and Public Information Dissemination Act of 1990 - Directs the Secretary of Energy to: (1) establish an electric and magnetic fields health research program to evaluate the effects of such fields upon human health; (2) report to the Congress on the status of such program; (3) evaluate whether existing electricity delivery systems and usage of electrical appliances cause significant exposures to electric and magnetic fields; and (4) report to the Congress regarding the need for engineering designs for electricity delivery systems and electrical appliances.
Establishes within the Department of Energy an Electric and Magnetic Fields Information Center to serve as a clearinghouse and center for dissemination of public information on the impact of electric and magnetic fields upon the public health.
Establishes an Electric and Magnetic Fields Research Advisory Committee to: (1) suggest issues, research priorities and Federal funding levels for the work required by this Act; and (2) report annually to the Secretary and the Congress regarding the research program's status.
Authorizes appropriations.
