Amends the National Labor Relations Act to require, in the appointment of members to the National Labor Relations Board, that: (1) two be selected from lists of qualified individuals recommended by national labor organizations; and (2) two be selected from lists of qualified individuals recommended by national organizations representing employers. Requires each such list to include the names of at least three individuals for each applicable vacancy.
