Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the `State Waterways Protection Act'. SEC. 2. STATE-LICENSED PILOTS REQUIRED ON CERTAIN VESSELS. (a) GENERAL RULE- Chapter 85 of title 46, United States Code, is amended by inserting at the end the following: `Sec. 8504. State pilots required `(a) A self-propelled commercial vessel in or entering upon the waters of San Francisco Bay, California, to discharge or receive a cargo of bulk crude oil or hazardous material shall be under the direction and control of a pilot licensed under the laws of the State of the respective body of water. `(b) A person violating this section or a regulation prescribed under this section shall be fined under title 18, United States Code, or imprisoned not more than one year, or both.'. (b) CONFORMING AMENDMENT- The table of contents for chapter 85 of title 46, United States Code, is amended by inserting after the item relating to section 8503 the following: `8504. State pilots required.'.
