Amends the Airport and Airway Improvement Act of 1982 to authorize Hawaii to use for highway construction certain excess funds generated in off-airport locations from the sale of duty-free merchandise which is intended to facilitate access to its airports. Authorizes such use for revenues generated on sales through December 31, 1994.
Prohibits the State, if any such revenues are used in a calendar year for airport facility improvement purposes, from receiving Federal grants for airport development, planning, or noise compatibility programs.
