Authorizes the Secretary of the Interior to design, construct, and maintain a memorial at the Custer Battlefield National Monument in Montana to: (1) honor and recognize the Indians who fought to preserve their land and culture in the Battle of the Little Bighorn; (2) provide visitors with an improved understanding of the events leading up to and the consequences of the fateful battle; and (3) encourage peace and brotherhood among people of all races.
Establishes the Battle of the Little Bighorn Indian Memorial Advisory Commission to advise the Secretary with respect to the design, siting, and planning for the memorial.
Authorizes appropriations.
