To amend the Federal Crop Insurance Act to increase the level of coverage for which a producer may receive a subsidy, and to provide a catastrophic loss benefit for those producers, and for other purposes.
Crop Insurance Improvement Act of 1990 - Amends the Federal Crop Insurance Act to: (1) modify the crop insurance premium subsidy for multiple peril insurance; and (2) establish catastrophic loss benefits.
