Congregate Housing Services Act of 1990 - Directs the Secretary of Housing and Urban Development and the Secretary of Agriculture to provide matching grants to States, units of local government, Indian tribes, and local nonprofit housing sponsors to carry out congregate services (including meal service) programs for frail older adults and disabled persons living in (or eligible to live in) certain federally assisted housing.
Authorizes appropriations.
