To amend the Federal Property and Administrative Services Act of 1949 to direct the Administrator of General Services, in negotiating reduced rates for transportation services procured for Federal agencies from common carriers, to ensure that those rates apply to persons acting as agents of Federal agencies while employed by a State.

Amends the Federal Property and Administrative Services Act of 1949 to direct the Administrator of General Services, in negotiating reduced rates for passenger transportation services for Federal agencies from common carriers, to ensure that those rates apply to State employees conducting authorized activities funded with a grant or contract awarded by a Federal agency.

Directs the Administrator to renegotiate existing agreements for common carrier transportation to establish reduced rates for passenger transportation services procured for any person acting as an agent of a Federal agency while employed by a State.
