State Offices of Rural Health Act of 1990 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services, through the Director of the Office of Rural Health Policy, to make grants to States to improve the availability, quality, and cost-effectiveness of rural health care. Requires State grant recipients to expend the grant for operation of an office of rural health.
Directs the Secretary to: (1) annually convene a conference of representatives of the Office of Rural Health Policy and of the offices operated under this Act to discuss such improvements; and (2) request the attendance of representatives of such State offices without regard to whether a State is a grantee.
Authorizes appropriations.
