To make persons who are nationals of countries that are members of the European Community ineligible to test or certify products produced outside the Untied States for compliance with emission standards and requirements issued under the Clean Air Act, until the Secretary of Commerce certifies that the European Community is setting product standards and requirements in an open and fair manner and has established equitable rules for testing and certifying products for compliance with product standards and requirements.

Declares that, until the certification required by this Act is made, no national of a European Community (EC) member country shall be eligible to perform testing for compliance, or to certify compliance of products produced outside the United States with any standard or requirement of specified provisions of the Clean Air Act.

Requires those restrictions to remain effective until the Secretary of Commerce certifies to appropriate congressional committees that the EC is setting product standards and requirements in an open and fair manner and has established equitable rules for testing and certifying products for compliance with standards and requirements of the EC by laboratories in non-EC member countries.
