To require the Federal Communications Commission to amend the syndicated exclusivity and network nonduplication rules to protect the community of one State that falls in the primary market of a broadcaster in another State.

Requires the Federal Communications Commission to exempt from regulations relating to nonduplication protection and syndicated exclusivity the cable systems located in any local community of a State that falls in the primary market of a broadcaster of another State if such local community represents less than one percent of the total viewing audience of the area of dominant influence of the broadcaster.
