Requires the United States Trade Representative (USTR) to submit a report (initiating an enforcement investigation under the Trade Act of 1974) which limits, with respect to Japan, the identification of trade barriers and trade distorting practices under the Structural Impediments Initiative of the USTR, and the identification of priority foreign countries under the Trade Act of 1974, if the President has not certified to the Congress by September 1, 1990, that Japan has agreed with the United States to eliminate such unfair trade practices.
Requires the USTR to submit a similar report if the President: (1) certifies that an agreement has been entered into; but (2) has not certified within another 18 months that it has been implemented and U.S. exports to Japan have increased.
